Street Shrine to "Jess" in the 6800 block of Forest terrace, Landover MD. Never Forgotten.

I found this older street memorial to "Jess" in the 6800 block Forest Terrace of Landover, Maryland.
I could find no data on this person or situation. there have been several homicides in the area over the years, but none that were in this block that match "Jess's" description, nor have their been other area homicides that I could determine were the person this shrine honors. The flowers and liquor bottles and new red mulch appear to part of an ongoing tribute.

I encountered this shrine while looking for anything regarding the sad case of Knijah Amore Bibb, 3 years old, was shot and slain in the 6900 block of this street on August 10, 2014.
