Older street shrine, 800 block of Morton Street NW

I encountered this older street memorial in the 800 block of Morton Street NW, while looking for the shrine for Alejandra Coronado-Cardona. I am not 100% certain who it is for.  It is possibly erected in memory of Julius Ellington, who was slain near this site in 2012.

From a DC police report: On Thursday, July 5, 2012, at approximately 2:20 am members of the Third District responded to the rear of the 600 block of Morton Street NW, Washington DC, for the report of a shooting. Upon arrival, they located an adult male suffering from a gunshot wound. DC Fire and EMS transported the victim, identified as Julius Barnett Ellington, 35, to a local hospital where he succumbed to his injuries and was pronounced dead. A second victim, an adult male, suffering from a gunshot wound was transported to a local hospital in stable condition.
