Shrine to an unknown person, 1300 block of Southern Avenue SE DC

I found this shrine to an unknown victim in the 1300 block of Southern Avenue SE, Washington DC (on the MD side of the street). It is directly across from the front of the United Medical Center hospital.

I have encountered numerous shrines in this block over the years, to both known and unknown people who have lost their lives and passed away in this hospital. Friends and loved ones build memorials  nearby, in honor of those they have lost.
